DECREE
“On recognition of the Holodomor (The Great Famine) of 1932-1933 in Ukraine as an act of genocide of the Ukrainian people”

We, the Council of Elders of the Erzya people, expressing the desire of all Erzyans to restore historical justice and honor the memory of all innocent victims of Russian imperialism – both Bolshevik and modern;

taking into account the Convention on the Prevention and Punishment of the Crime of Genocide, adopted by the UN General Assembly on December 9, 1948;

taking into account the position of the co-author of the legal definition of genocide Rafal Lemkin and the decisions of the parliaments of Ukraine, Estonia, Hungary and other states;

realizing that the politically determined man-made famine was planned with the aim of suppressing the Ukrainian national liberation movement and preventing the building of an independent Ukrainian state and was carried out by forcibly removing all food products from Ukrainian peasants and depriving them of the access to food, that is, artificially creating living conditions that led to physical destruction of a specific component of the Ukrainian national group — the Ukrainian peasantry — RESOLVED:

1. To recognize the Holodomor of 1932-1933 in Ukraine as an act of genocide of the Ukrainian people.

2. Translate the text of this Resolution into Ukrainian and English and send it to the Verkhovna Rada of Ukraine.

3. To recommend Inyazor and other representatives of Kirdiyur annually, on the last Saturday of November, in the host countries, to light the Candle of Remembrance and lay flowers at the memorials of Holodomor victims.
